AC Consent & Compliance

Access control is a specified system for buildings, and as such, it is essential to have the correct documentation in place to ensure compliance with the Building Act 2004.

 

NEW BUILDINGS
If you are underway with a new building then the access control doors should be a part of the Building Consent process if the doors are shown on the building construction plans.

EXISTING BUILDINGS
If you are intending to add access control to a building that does not have a Building Consent Number for these works you will need to apply for an amendment or exemption to the schedule. This is to, in effect, add to the consent so that the new access control door can be properly inspected for the annual building warrant of fitness.

The amendment or exemption must be in place prior to any work on the building. Code of Compliance is unable to be issued without the amendment or exemption in place.

ACCESS CONTROL DOORS SERVICING (12A) or DEVICE REPLACEMENT

The following is the standard procedure for a Building Service/ Building Warrant of Fitness (12A).

  1. Customer must provide a compliance schedule for the specified system – Access Controlled Doors SS 3/2. This schedule must have the door schedule attached and the frequency required for inspections.
  2. Any faults reported must be on an IQP defect notice and sent to the client. Defects must be rectified before a 12A is issued.
  3. System Status Report (12C) should be sent to the compliance company with the 12A.
  4. The customer must complete the Attestation Form and sign it. This form is sent to the Compliance Company with the 12A. Note: this depends on the Compliance schedule and the frequency of tests as noted.
  5. Any amendments of significant changes to the Access Control System requires a Form 11 to be filled in and sent to the Compliance Company. i.e. a full system replacement.

For a device replacement, and faulty devices should be identified on the IQP defect notice. Where the device is a hardware replacement (like for like) the service provider is able to undertake without amendment of the schedule. For a full system replacement please see the note above.
